Indonesia is aiming for a national mental revolution framework to alter the way of thinking, attitudes and behaviors to support national development. To support this, Indonesia´s national development and education policies include a focus on value education and life skills.  In 2016, the Indonesian Ministry of Education and Culture launched a nationwide character-building initiative in education systems (Penguatan Pendidikan Karakter, PPK), naming sport as one of four dimensions of students’ character building. In 2020, the Ministry further substantiated ‘Profil Pelajar Pancasila’, a national programme aiming to achieve high quality human resources through improvement of students’ characters.

In strategic cooperation with the Indonesian Ministry of Education, Culture, Research and Technology (MoECRT), GIZ, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) implements the multi-actor partnership “Sport for Development” or S4D (Indonesian title: Olahraga untuk Pembangunan) in Indonesia from May 2018 to December 2021.

The overall objective of the programme in Indonesia is to establish sport – such as football, volleyball, gymnastics and traditional games – as a tool and method for value education, promotion of life skills and healthy lifestyles in Indonesian educational and sporting structures. The S4D programme is focusing especially on promoting the development of children and youth by encompassing the qualitative and quantitative improvement of educational physical activities and sport-for-all programmes to foster physical literacy, promote a healthy lifestyle and anti-violence.

The S4D programme in Indonesia provides capacity building activities on how to combine sport-pedagogical measures and national development goals are provided. It seeks to strengthen the government and local partners in using sport as an inclusive, pedagogical and cost-effective method in education structures. Furthermore, the programme advises counterparts on the development and design of integrated S4D monitoring and evaluation frameworks and practice tools in cooperation with the German Sport University Cologne.

At the implementation level, the programme works with various partners to provide capacity development activities. For instance, the German Sport University Cologne supported S4D M&E training for MoECRT staff. The Indonesian Football Association (PSSI), the German Football Association (DFB), the Football Federation Australia (FFA) commissioned by the Australian Department of Foreign Affairs and Trade (DFAT), as well as the Asian Football Confederation (AFC) and the International Federation of Association Football (FIFA) engaged in the training of 35 Indonesian instructors. In the framework of the S4D partnership, they taught 18 one-week “D-license & S4D” courses for 380 primary and middle school teachers and 155 coaches in East Java and Maluku. Together with MoECRT, the S4D programme develops teaching and learning materials (e.g. practical guideline for primary school teachers "Panduan Sepak Bola untuk Semua di Sekolah" and an e-learning module for teachers on promoting ‘Profil Pelajar Pancasila’ through sport).

The S4D approach has been implemented cross-cuttingly in different sectors in Indonesia. In the context of sustainable tourism and decent work, the German Cooperation’s Innovation and Investment for Inclusive Sustainable Economic Development (ISED) programme held a soft skills course with S4D methods for the tourism industry in Lombok, West Nusa Tenggara. Interactive small games based on the S4D method of combining play and sports with discussion, reflection and learning can enrich employability competences for young as well as established professionals (see “Course Concept for Practitioners and Booklet of Small Games” below). The S4D approach was also introduced at the “Women and Girls Innovation Camp” a training motivating young women to pursue careers in science, technology, engineering and mathematics professions, organised by the TVET System Reform Project in the province of Aceh.

Additionally, the S4D programme in Indoesia developed in cooperation with partner organisations the S4D E-Learning Module for Teachers “Mempromosikan Profil Pelajar Pancasila melalui Olahraga” (Promoting the Pancasila Student Profile through Sport), which is hosted on the Learning Management System of the Directorate of Primary Schools, Indonesian Ministry of Education, Culture, Research and Technology.  Please have a look into the promotional video clip of the E-Learning Module (with Indonesian MoECRT, 2021):

In 2021, several webseminars were organised by GIZ in cooperation with MoECRT and live-streamed on the YouTube channel of the Directorate of Primary Schools (DitpsdTV):

  2. Webseminar series conducted with the Directorate of Primary Schools, MoECRT, Indonesia, to promote the E-Learning Module for teachers “Mempromosikan Profil Pelajar Pancasila melalui Olahraga” (= Promoting the Pancasila Student Profile through sports) 10-11/2021:

Monitoring and Evaluation (M&E) is an essential part of any S4D programme and all activities on the ground. The M&E tools below have been developed in cooperation with the German Sport University Cologne (DSHS). They were applied in different working contexts in Indonesia. If you are interested in M&E, this S4D Resource Toolkit offers you additional comprehensive information about M&E in the field of S4D and provides further hands-on M&E tools for your own practice.

In 11-12/2020, the S4D programme conducted a follow-up survey and evaluation (see "M&E Tools Follow-up Activities" below) among the 380 teachers from East Java and Maluku provinces who were trained in “D-license & S4D” courses in 10-12/2018. It was implemented by an Indonesian M&E consultancy (EQUIC) via interviews (phone / online / in-person) based on questionnaires that were developed with representatives of the Indonesian MoEC and district education offices (Dinas) of the two provinces during two M&E workshops held in cooperation with the German Sport University Cologne (GSU) in Jakarta and Surabaya in mid-2019. Due to the special situation of the Covid-19 pandemic, additional questions were added to the questionnaire in 2020 (see section D). 223 respondents participated in the survey.
